  • Cabinet approves Pradhan Mantri Ujjwala Yojana 


    Cabinet approves Pradhan Mantri Ujjwala Yojana The Cabinet Committee on Economic Affairs, chaired by the Prime Minister Shri Narendra Modi, has approved Pradhan Mantri Ujjwala Yojana - Scheme for Providing Free LPG connections to Women from BPL Households.

    Under the scheme, Rs 8000 crore has been earmarked for providing five crore LPG connections to BPL households. The Scheme provides a financial support of Rs 1600 for each LPG connection to the BPL households.

    The identification of eligible BPL families will be made in consultation with the State Governments and the Union Territories. This Scheme would be implemented over three years, namely, the FY 2016-17, 2017-18 and 2018-19. 

    Benifits of the scheme : Providing LPG connections to BPL households will ensure universal coverage of cooking gas in the country. This measure will empower women and protect their health. It will reduce drudgery and the time spent on cooking. It will also provide employment for rural youth in the supply chain of cooking gas.

    Impact of cooking based on fossil fuels :

    (1) In our country, the poor have limited access to cooking gas (LPG). The spread of LPG cylinders has been predominantly in the urban and semi-urban areas with the coverage mostly in middle class and affluent households. But there are serious health hazards associated with cooking based on fossil fuels. 

    (2) As per the reports of WHO about 5 lakh deaths in India alone due to unclean cooking fuels. Most of these premature deaths were due to non-communicable diseases such as heart disease, stroke, chronic obstructive pulmonary disease and lung cancer.

    (3) Indoor air pollution is also responsible for a significant number of acute respiratory illnesses in young children. According to experts, having an open fire in the kitchen is like burning 400 cigarettes an hour. 

  • Ex-SC judge Balbir Singh Chauhan new Law Commission chairman


    Ex-SC judge Balbir Singh Chauhan new Law Commission chairmanFormer Supreme Court judge Balbir Singh Chauhan (66) has been appointed as the Chairman of the 21st Law Commission of India (LCI). Currently he is heading the Cauvery River Water Disputes Tribunal. Chauhan was  judge of the Supreme Court from May 2009 to July 2014, he also served as the Chief Justice of Odisha High Court from July 2008 to May 2009.

    The term of the 20th Law Commission ended on August 30 last year and the Union Cabinet approved creation of the 21st Law Commission on September 9, for period of 3 years with effect from 1 September 2015 to 31 August 2018. 

    Composition of 21st Law Commission of India (LCI): The commission will have (i) 1 full-time chairperson (ii) 4 full-time members (iii)  Secretaries: Department of Legal Affairs, Legislative Department and Legislative Department as ex offcio Members (iv)  5 Part time Members. 

    Role : It will look at the issue of revamp of the criminal justice system and  recommend a bail law to ensure uniformity in the procedure of granting the relief as these two issues are pending with it for a long time.

    Law Commission of India (LCI)

    Law Commission of India is an executive body established by an order of the Government of India. The first commission was constituted in 1955 and since then the Commission is reconstituted every three years and is usually headed by a retired Supreme Court judge or former Chief Justice of a high court.

    It is usually headed by a retired Supreme Court judge or former Chief Justice of a high court.  The Commission is established for a fixed tenure and works as an advisory body to the Ministry of Law and Justice.

    Till date various  Law Commissions have submitted 262 reports which have made important contribution towards codification and progressive development of law in the country. Previous law commission was  headed by Justice A P Shah, Former Chief Justice (CJ) of Delhi High Court  whose enure ended on 31 August, 2015.

    Rest of India wins Irani Cup Cricket TitleRest of India has clinched Irani Cup Cricket Title 2015-16 by defeating Ranji Trophy champions Mumbai, by 4 wickets. In the final match played at Brabourne Stadium in Mumbai, "Rest of India" chased the record victory target of 480 set by Mumabai and won the match by making 482 runs for 6 wickets.

    This successful chase was also the best-ever run-chase in the Irani history, bettering Rest of India’s 424, chasing target set by Delhi at the Ferozshah Kotla in 1982-83. 

    About Irani CupThe Irani Cup started during the 1959-60 season to mark the completion of 25 years of the Ranji Trophy championship . It was named after the late Z.R. Irani, who was associated with the Board of Control for Cricket in India (BCCI) from its inception in 1928, till his death in 1970. Z R Irani, long time treasurer of the Board of Control for Cricket in India and a keen patron of the game.

  • Cabinet approves cyber security deal with UAE


    Cabinet approves cyber security deal with UAEThe union cabinet chaired by Prime Minister Narendra Modi has given it's approval for the Memorandum of Understanding (MoU) between India and the United Arab Emirates (UAE) on technical cooperation in cyber space and combating cyber crime. 

    The MoU was signed between both countries in February 2016 to enhance technical cooperation between India and the UAE in cyber space and combating cyber crime comes in the wake of the serious threat of cyber crime on the security, interest and safety of the people.

    Under the MoU both the countries will cooperate mutually in combating cyber crime, particularly through coordination and exchange of information in relation with cyber crime and training in cyber crime investigation.

    Nodal agency : The ministry of home affairs will be the nodal agency on the Indian side responsible for the implementation of this agreement while from UAE side Directorate General of Criminal Security under aegis of Ministry of Interior and the State Security Department will be the nodal agency.

  • India, Bangladesh sign USD 2 billion Line of Credit


    India, Bangladesh sign USD 2 billion Line of CreditIndia and Bangladesh have signed a new USD 2 billion credit agreement  to implement socio-economic development projects in Bangladesh and strengthen bilateral relations.

    This line of credit would provided by Export Import Bank of India (Exim Bank), the Indian government's external lending arm. It is Exim Bank’s biggest ever credit facility to another country. 

    The credit line would be used to finance development in the power sector, railways, road transportation, information and communication technology, shipping, health and technical education sectors.

    Exim Bank is also in the process of extending $1.60 billion in buyer's credit to an India-Bangladesh joint venture to build a 1,320 megawatt thermal power plant project in Bangladesh. 

    Background : The announcement regarding new credit line to Bangladesh was made by Prime Minister Narendra Modi in June 2015 during his official visit to Dhaka. It follows India's $1 billion in assistance provided to Bangladesh in 2011 for infrastructure development. 

  • National Waterways Bill Passed By Parliament


    National Waterways Bill Passed By ParliamentParliament has passed National Waterways Bill, 2015 that  provides for enacting a central legislation to declare 106 additional inland waterways as the national waterways in addition to five existing national waterways.

    Under it, 106 additional inland waterways will be added to the list of national waterways, taking the number to 111. It would boost movement of goods and passengers via rivers and expectedly reduce the transportation costs substantially.

    Inland waterways mainly comprise rivers, lakes, canals, creeks and backwaters they are recognised as a fuel efficient, cost effective and environment friendly mode of transport but unfortunately it has received lesser investment as compared to roads and railways.

    Union Cabinet approves for signing and ratification of BIMSTEC Convention on Mutual Legal Assistance in Criminal MattersThe Union Cabinet chaired by the Prime Minister Narendra Modi has given its approval for signing and ratification of the Bay of Bengal Initiative on Multi Sectoral Technical and Economic Cooperation (BIMSTEC) Convention on Mutual Legal Assistance in Criminal Matters. The Ministry of Home Affairs has been designated as the Central Authority under Article 15 of the Convention. 

    After signing as well as ratification of the Convention from the Indian side, the Instrument of Ratification will be deposited to the Secretary-General of. BIMSTEC and the Convention shall enter into force on 30th day of the deposit of last instrument of ratification.

    Objectives of  BIMSTEC Convention : The Convention aims to extend widest measures of assistance to each other through mutual cooperation for enhancing capability and effectiveness of the Member States in investigation and prosecution of crimes, including crimes related to terrorism, transnational organized crime, drug trafficking, money laundering and cyber-crimes.

  • Lok Sabha passes Aadhaar Bill 2016 


    Aadhaar Bill 2016 The Lok Sabha passed the Aadhaar Bill 2016  ensuring targeted Delivery of Financial and Other Subsidies, Benefits and Services. The bill has been tagged as a money bill. 

    Since Aadhaar Bill 2016 has been tagged as money bill its passage will not be stalled by the Rajya Sabha, where the ruling National Democratic Alliance (NDA) is short of a majority.

    When enacted, the Bill intends to empower the government in providing targeted services to the intended beneficiaries by assigning them unique identity numbers, called Aadhaar Id. It will be given to every person, who has stayed in India for 182 days in the year preceding the date of application.

    Making Aadhaar mandatory for availing Financial and Other Subsidies will eliminate the loop holes involved and bring down its subsidy bill, which has been budgeted at Rs.2.5 trillion in 2016-17. It will also help push India towards a cashless economy.

  • Railways launch online ‘clean my coach’ service


    Railways launch online ‘clean my coach’ serviceIndian Railways has recently launched an online “clean my coach” service that allows travellers to get their compartments cleaned by sending an SMS or by using an app or a designated website.

    This service empowers the citizen to get an important service on board and is in line with the objectives of the ‘Digital India’ programme.

    As per the scheme, for any cleaning requirement in the coach, passengers have to send an SMS on a mobile number 58888. Alternatively, passengers can use the android app or Web page for logging the request. Following this, a passenger’s request is immediately acknowledged via SMS on mobile phone along with a code.
